On Thursday, inside the Abuja office of the Police Community Relations Committee, two men sat across from each other. One represented the badge. The other, the voice of the people. <\/p>\n
Alhaji Mogaji Ibrahim Olaniyan, National Chairman of the PCRC, leaned forward. \u201cWe need to build trust,\u201d he said. \u201cNot just talk about it.\u201d <\/p>\n
Across from him, Comrade Bibi Oduku, Chairman of Guard Time Information and Human Rights Activists Nationwide, nodded. \u201cThe people don\u2019t fear the police,\u201d he replied. \u201cThey fear what they don\u2019t understand.\u201d <\/p>\n
That moment marked the beginning of a new alliance, one that could reshape how Nigerians experience policing. <\/p>\n
A Meeting of Purpose.
\nThe room was quiet except for the hum of an air conditioner. On the table lay a single agenda: How do we make policing people, centered?<\/p>\n
Olaniyan, a veteran of community policing, began by praising Guard Time Information\u2019s work. \u201cYou\u2019ve been defending citizens\u2019 rights and promoting the well-being of Nigerians. That\u2019s not easy,\u201d he said. \u201cBut this collaboration will take it further. We need public enlightenment. We need progressive programmes. We need to close the gap between the police and the public.\u201d <\/p>\n
Oduku listened, then spoke. \u201cOur campaigns are already in schools, in markets, in communities. We are talking about drug abuse. We are talking about crime prevention. But we need the police with us. We need them to see us as partners, not opponents.\u201d <\/p>\n
The Plan
\nThe two leaders sketched out a blueprint that went beyond press releases. <\/p>\n
First, peace building. Not just stopping violence, but preventing it. They agreed to launch community dialogues in flashpoint areas, where officers and residents sit face-to-face. <\/p>\n
Second, education. Not just for civilians. \u201cWe must train police officers and their families,\u201d Olaniyan said. \u201cIf a policeman\u2019s wife understands her rights, he will respect others\u2019 rights.\u201d <\/p>\n
Third, awareness. Drug abuse, crime, social vices \u2014 the issues that eat away at neighborhoods, especially in universities. \u201cWe are seeing young people destroy their future with substances,\u201d Oduku said. \u201cWe must reach them before the streets do.\u201d <\/p>\n
Fourth, human rights. Every programme, every training, every campaign must be rooted in rights-conscious policing. <\/p>\n
The Why.
\nFor Oduku, the partnership is personal. \u201cWe have been running nationwide campaigns on drug abuse and crime prevention,\u201d he said. \u201cBut the biggest challenge is in higher institutions. Young people are falling into substance abuse, and it\u2019s destroying their future. If the police and human rights groups can work together, we can stop it.\u201d <\/p>\n
For Olaniyan, it\u2019s about legitimacy. \u201cThe police are the foremost internal security agency. But without the people, we are blind. This partnership is how we earn the trust we need to protect Nigerians.\u201d <\/p>\n
The Promise
\nAs the meeting ended, both men stood. The handshake returned \u2014 firmer this time. <\/p>\n
\u201cThis partnership marks a significant step toward building a safer, more informed, and rights-conscious society,\u201d Oduku said. <\/p>\n
Olaniyan added: \u201cWith PCRC Nigeria and Guard Time Information working together, Human Rights, Peacebuilding, Drug Awareness, and Public Safety Programmes will be well handled.\u201d <\/p>\n
