NSW PROJECT FACES UNCERTAIN FUTURE AMIDST REFORM CONCERNS

A maritime transport\/logistics expert has warned that the proposed Nigeria’s National Single Window (NSW) project, saying the national project may not achieve its intended goals without robust institutional reform and infrastructure upgrades.
\nHe also said that there is nothing like National Single window. And that the so-called NSW project may not see the light of the day. He added that it is mere shell housing agencies.<\/p>\n
This were the view of Alhaji (Dr.) Segun Alade Musa, Chief Consultant at Global Transport Policy, and the Managing Director, Wide scope International Logistics Limited.<\/p>\n
Dr. Musa was a guest at the popular Roundtable programme usually put together by the members of Maritime Reporters Association of Nigeria, MARAN at the MARAN International Press Centre, Apapa, Lagos, where he aired his views on this contentious project.<\/p>\n
He maintained that as a country, technology alone cannot fix systemic inefficiencies at the nation’s ports.<\/p>\n
The maritime and transport logistics expert (Dr. Musa) however emphasized that the much-talked-about national single window is merely “an ordinary shell to house agencies” and that merging agencies into a unified digital interface will not automatically translate into faster cargo clearance or reduced bottlenecks in the port industry.<\/p>\n

Widescope International Logistics Limited boss cited the 1997 transition by the Nigeria Customs Service from the Long Room system to the Customs Processing Centre (CPC) as an example of a reform that failed to deliver expected results.<\/p>\n
Musa criticized the practice of assigning revenue targets to Customs, describing it as “a lazy way of running the economy”. He advocated for a shift in focus towards trade facilitation and end-to-end automation, seamless inter-agency coordination, and a fundamental change in institutional culture.<\/p>\n
The NSW project aims to streamline trade processes and reduce costs, but its success depends on addressing underlying structural issues. Musa’s warning highlights the need for a comprehensive approach to reform, rather than relying solely on technological solutions.<\/p>\n
While acknowledging recent automation efforts, Musa stressed that meaningful transformation requires infrastructure, accountability, and a commitment to prioritizing trade efficiency over revenue optics. He commended the Comptroller-General for progress made but emphasized that more is needed to ensure the NSW achieves its intended impact.<\/p>\n
The implications of the NSW project’s potential failure are significant, with implications for Nigeria’s trade competitiveness and economic growth. If the project fails to deliver, it could undermine confidence in the government’s ability to implement effective reforms, making it harder to attract investment and drive economic development.<\/p>\n
Musa’s call for reform is a timely reminder that technological solutions must be accompanied by institutional changes to achieve meaningful results.
